CITIZEN PARTICIPATION REQUIREMENT ON A HUD ICDBG GRANT APPLICATION - THIS IS REQUIRED.
Housing of Urban Development does require a citizen participation component prior to submitting the grant application. VOS would like to apply for these funds (max to request $2M; must benefit LMI, underserved populations and considerate of the available Alaska funds which is $9,309,973 for all competitive grant apps BEFORE JULY 15)
In order to ensure we are following this mandatory component of the application; here is my notice to you.
VOS would like to apply for one housing unit, to complement the future housing development and community center down E. 6th avenue in Nome, Alaska. VOS has purchased an additional lot across the street from the current owned lots. Utility infrastructure will be completed by next year. This grant award, if funded, would be used to construct a gravel pad for the undeveloped lot and the vertical construction for a future tribal citizen to become the homeowner of this single family housing unit- proposed within this grant application submission.
§ 1003.604 Citizen participation.
(a) In order to permit residents of Indian tribes and Alaska native villages to examine and appraise the applicant's application for funds under this part, the applicant shall follow traditional means of resident involvement which, at the least, include the following:
(1) Furnishing residents with information concerning the amounts of funds available for proposed community development and housing activities and the range of activities that may be undertaken.
(2) Holding one or more meetings to obtain the views of residents on community development and housing needs. Meetings shall be scheduled in ways and at times that will allow participation by residents.
(3) Developing and publishing or posting a community development statement in such a manner as to afford affected residents an opportunity to examine its contents and to submit comments.
(4) Affording residents an opportunity to review and comment on the applicant's performance under any active community development block grant.
